The pillagers and vindicators does not follow captains properly, it just goes away and then came back, as followers are slowly walking away from captains and they don't behave correctly
It might be a command spawn issue or a natural spawn issue
This usually happens on IOS or other device

By not behaving correctly, do you mean they wander off from the captain for around ~40 blocks? Do they ever go back to the captain?
In my experience they always seek captain, but they do wander off far from them. Which in my opinion looks as designed.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
