I was playing around spawning mobs for an iron golem to kill and a skeleton spawned with armor. Image included. THIS WAS IN MC PE 13.0
Steps to Reproduce:
1. Spawn skeletons in creative
2. Wait for one to spawn with armor
3. ...

What is the bug? That the skeleton spawned with an armor on? Then it is a new feature. If it is the wrong texture in the arm where the leggings are in the arm, then its been already reported. Next time, please specify the bug.

Hi Tyler, this is an intentional feature since about 0.10 (maybe 0.11? I can't remember) see http://minecraft.gamepedia.com/Armor#Mob_armor.
Skeletons and Zombies (including baby zombies and zombie pigmen, but so far not villager zombies) have a chance to spawn with armor (and a chance the armor is enchanted) and a chance to spawn with weapons (although they won't ever drop the weapons yet).
