Torches preventing grass spreading to dirt from adjacent grass blocks

Putting a torch above grass block helps indeed grass spreading. But putting torches on dirt prevents them turn into grass.

I tested it many times, in many occasions. Near 3 seconds after breaking a torch above a dirt block makes spreading almost instant.

 Steps to Reproduce:

  1. Put a grass block;

  2. Put a diagonal downwards dirt block;

  3. Put a torch on the dirt block

Observed Results:
No grass spreading

Expected Results:
Grass spreading.

I changed the description and yes, still is a problem. I do not know when this became a problem.... neither if surround the grass block with dirt on the same level that happens to...

Attached an image that shows the issue. Grass can spread to dirt blocks 1 block diagonally below if there is no block on the dirt block, but do not spread if the dirt block has something on it (even when it normally doesn't impede spreading). This was tested with randomtickspeed 500 for faster spreading.
