Coral blocks decay from creative inventory

Coral blocks from the creative inventory are able to decay without water present. I’m not sure if this is suppose to be the case but I find it odd that creative allows both regular coral blocks and their respected decay versions together when the color blocks regardless decay, loosing its coloration (same applies to fans/coral plant). 

If that is how they are intended to be, shouldn’t players be allowed to ‘wax’ or stop coral blocks from decaying so that they can use them for their builds outside of water?
