[MCPE-125234] Magma Blocks doesn't generate on the floor of aquifers and oceans

On java, there's multiple blocks of magma generating on aquifers and oceans while bedrock doesn't.

MCPE-125235 is a different issue, though. This bug refers to just magma block generation not the sea floor.
