You cannot make maps in creative.

This might be a missing feature but we can't make maps while in creative.

Yes they do...Check your inventory by pressing the chest to open and tada... you have your map.

@unknown Hes referring to crafting them using the crafting table in creative.

You can create simple map - the one without compass.
