Also happens with copper, both variants. Just 1 piece of raw copper with fortune 3 pickaxe. Win 10

1 ore block of Copper drops 3 without fortune 3 which I know is a bug. It may be related to this.

@unknown: That is working as intended per the 1.17.0.54 Beta changelog:

Copper Ore and Deepslate Copper now drop 2-3 Raw Copper
