Item frame signal strength starts in the wrong place.

The item frames Redstone signal strength to a comparator should be 1 at the item frame in the top right corner in the picture below( the empty item frame) but it starts(signal strength of 1)at the item frame the the arrow in the middle is pointing to in the picture below.
