Dropper activates incorrectly when placed next to another block

I was making a dropper hopper t-flip-flop, which would work normally but as soon as I placed a sand block next to the horizontal dropper shown in the video, the bug occurs. The comparator would turn on or off when the button is pressed once normally, but it turned off and on in a single button press

reminds me of the thing i am not sure if it's a bug or intended, where you can't stop a hopper if it's above a different hopper by directing a redstone signal into it
