Lightning rod placed at height limit causes it to snow above the rod

Placing a lightning rod at height limit (256, not 320), causes it to snow above it. At first I thought it was just the lightning rod particles, but after placing more, it was clearly snow.
Steps to reproduce
Go to a flat, non-experimental world
Go to height limit
Make sure it's raining
Place lightning rods
Observe snow
