Skybox retains location despite time being changed with Ray Tracing on and Beautiful Skies turned off

Steps to Reproduce:

  1. Enter any world with Ray Tracing on

  2. Turn off beautiful skies in video settings

  3. Use a command to set the time to any time other than the current time

Observed Results:

The skybox will retain location and the time of day will not change until Beautiful Skies is activated again.

Expected Results:

The Skybox should behave properly, where it actually updates the time of day when a time set command is used.

Unfortunately the creator of the video claims that it has been lost, but the content contained was very straightforward.

  1. Player enters world with Ray Tracing on, the time is around the middle of the day and the sun seems to be not visible

  2. Player uses a time set midnight command, but the time still appears to be day and there are no visible changes to the skybox

I've found a reliable way to reproduce the issue, updated issue name and description.

Interestingly this issue still affects the game all the way up to the recent versions, and is still directly caused by the Beautiful Skies option being turned off.
