No, AMAN4700. Dispenser in this case should be activated by quasi-connectivity. Though the lack of quasi-connectivity has been in fact already reported as MCPE-12776.

This isn't intended, it works in PC and console edition, so it should work in PE. I'm not sure whether this is quasi-connectivity behaviour, since the dropper doesn't need a block update to be triggered, but this should definitely be in PE.

This does Work as Intended. Redstone repeaters do not power any blocks next to them. There must be either a powered block or redstone source pointing towards a hopper for it to be activated. Quasi-connectivity is related to pistons, because they can be activated by block updates.
