Maps are supposed to be at max zoom but I can zoom out

Works As Intended

"Maps now start at max zoom" quoted from the tweaks list of 0.14.0 b3 but I can zoom out by adding 8 papers to the generated map in the anvil till it dosen't let me add paper and it actually makes the map smaller then how it was when generated .
