There Seems to be a glitch with the Minecraft Bedrock realms resource packs active list. I have recently gotten onto my bedrock realm to see that a resource pack that I deactivated was still affecting the world. I have tried reloading a back up and replacing the world with the same version with a resource pack disabled. When I look at it normally when it's not a realm world it says the pack is active though on the realm it says it is not. I hope this possibly gets fixed before the release of 1.17 part 1.
