Pillagers don't spawn with crossbows at all.

Cannot Reproduce

I came across a Pillager Outpost and looked at the Pillagers. I noticed that 1 of them didn't have a crossbow so I thought it was unusual. I made MULTIPLE worlds to test it on and none had one.

Does the issue still occur if you disable your resource packs?
