Azalea leaves duplicate incorrectly as corresponding azalea bush type

Summary:
When prompted to duplicate azalea leaves and flowering azalea leaves, it instead puts the bush type for that leaf into your hotbar, even when the correct block is present in your hotbar.
Steps to Reproduce:
1. Place both azalea leaf types (flowering and regular)

2. Attempt to duplicate using the middle scroll button on the mouse without the correct block in your hotbar

3. Attempt to duplicate using the middle scroll button on the mouse with the correct block in your hotbar
Observed Results:
When the correct block is not in my hotbar, the bush version is brought into my hotbar when I attempt to duplicate the leaf version. When the correct block is in my hotbar, I still get the bush version.
Expected Results:
Azalea leaves and flowering azalea leaves should be brought into your hotbar when you attempt to duplicate them, and if they are already in your hotbar you should be redirected to that slot in your hotbar (as usual.)
Notes:

When you attempt to duplicate azalea bushes themselves, you get the correct block.
