Sugar cane accepts bone meal even if there is a block on top of it

Sugarcane will accept/take bone meal from your inventory/dispenser even if there is a solid block above it - essentially it eats your bone meal. This makes the dispenser and piston sugarcane farms very inefficient as sometimes the sugarcane will get bone mealed while the piston is extended, eating the bone meal and not growing at all.
