This bug is still in the game It was reported in 1.17 but still after this hotfix it is still in the game, and I think it is a really bad bug. Note: this has nothing to go with texture packs or anything else.
Also I just disenchanted the shovel in the next picture.Bug still in game.

That shovel is still enchanted. If you run it through the grindstone it will reset the enchantments and it will reset the 'anvil uses' variable attached to the item. (This variable is what makes the anvil cost go up)
