Enchanting problem

Was trying to enchant a new set of boots got 4 of the 5 chants I wanted/needed on and when I moved to the anvil to try and add a chanting book it said Too Expensive. Even to just rename the boots it was trying to charge me 39 lvls which I've never had this happen before on a brand new set of boots.

How were the previous enchantments applied to the boots? Was it one at a time (via anvil+book), or as a sequence of steps?
Was the item ever worked on with an anvil for any other reason (repair, rename)?
Were there previous enchantments that were removed with a grindstone.

The 4 enchantments were from a single lvl 3 chant at the table. I also tried to repair the previous set of boots and it also wanted to charge me 39 lvls to repair. I just assumed I had already repaired them a couple of times and thats why it was charging me 39 lvls so I just disenchanted them and decided to make a new pair. Sorry I dont have any sceens of the first set of boots.

I have a couple exp farms set up so I can get lvls fairly easy I can try enchanting a couple other pieces of gear to see if I have the same issue if you like.

I honestly dont remember if I had removed any enchantments from the boots, I had 5 pairs I was working with and I was  little frustrated. Just to be sure though I am going to go try and enchant a couple more items and see what happens.

Ok so I enchanted a couple of new swords and had no issues. (so far) So I'm guessing that I must have disenchanted the boots. If this is the case in my opinion once an item has been disenchanted it should take the item back to a new status to be used again as normal or at least for items that have never taken any durability damage or have never been repaired in any way.

Thank you for all of the additional information. As you mentioned, using a grindstone to remove enchantments should also remove the "prior work penalty". There is already an open issue for this tracked at MCPE-107211 so this ticket is being resolved as a duplicate of that one.
