this seems to have arisen since 1.17.0. Upon entering a world, the first command that you run will be delayed by approximately 1 second. All commands thereafter will be executed at the proper time.

Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete.
