Bees aren't spawning in their standard biomes, nor have any hives spawned.
I've spent hours roaming the map to no avail.
Creative mode is unaffected; no settings were altered during survival mode on Normal difficulty.

Seed 71052845 has a bee nest at 440 67 -112. Bee nests were made significantly rarer in 1.16, so it can take some time to find them.
If you don't want to spend a lot of time exploring, there is another way of getting bee nests. Place an oak or birch sapling within 2 blocks of a flower and it will have a 5% chance of growing with a bee nest.
