Dyes and (Glow) ink sac have tag can_place_on can't change text color on sign in gamemode a

Steps to Reproduce:

1. Write in sign any type (standing or wall or both) (I will place Jungle Standing/Wall Sign)

2. Use Command to get Dyes or (Glow) ink sac have can_place_on 
   /give @s glow_ink_sac 1 0 {"minecraft:can_place_on":{"blocks":["jungle_standing_sign","jungle_wall_sign"]}} 

3. Dyes or (Glow) ink sac in hand then right click to sign

Observed Results:

Can't change text color on sign

Expected Results:

Can change text color on sign

Note:

Dyes and (Glow) ink sac when in hand and look at sign it show the hitbox of the sign but can't change text color on sign
