[MCPE-136942] Candle cannot be placed from the side, when the player is under one block

So it's like this, candles cannot be placed from the side, when the player is under one block. Can't even light a candle from the side when using flint and steel. While the fire charge can, Oh yes, one more sea pickle can be placed from the side while the candle can't, more precisely when the player is near the candle
