I was trying to summon the wither at bedrock level (Y -59). It would not spawn. Made sure that my T soulsand shape was right with the air blocks and the wither skulls. Tried different both horizontally and vertically. But nothing happened.
Then I tried at different Y levels. It only spawned after I was above Y 0.
