Impossible to create 2 by 2 stair roof

I am not able to reproduce this issue. When I put stairs in a 2x2 arrangement with each stair in a different direction, they joined up to form a "peak".

I placed the stairs as:

When I tried to replicate this bug for myself on Windows 10, I had trouble getting the stairs to all be corner stairs. With trial and error, I got it to work as intended. Try placing them in a spiral motion.
