When I log into my account i am only able to use on set skin. When i try to make a new character on the character creator tab, the skin goes to alex when it gets to the home page. This also affects my purchased and downloaded skins.

I'm having the exact same problem. I've tried closing out the game and reopening it. Disconnecting and reconnecting to wifi, and I still can't get my skins to load. It just shows Alex, or Steve. I play on the Nintendo Switch.
