I also have this issue and I'm using a low end mobile. Maybe it's because some mobile devices are struggling to load experimental worlds because of the height limit change. Now your device has to render or generate more blocks.
Turns out it's not the hight limit change causing this. I tried the 1.18.0.20 Beta where they put the caves and cliffs features outside of experimental features including the hight limit change. I tested it and the world loaded but it's very laggy.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.

Well this feature is fast in PC but mobile devices runs the world really slow like many things lags and delays, the loading screen takes like 3-5 minutes to load the world. I think this feature is needed to be resolved by Mojang. I hope they would find a solution for this feature.
