I just downloaded a few days ago Minecraft Windows 10 Edition. And before I could play I had to register in xbox live. I'd never had xbox, so I created my account of Xbox live right there. When I clicked "next" for accepting the terms and conditions, it was written: Failed in loging in, please try again later. A few minutes later I tried again and it happened the same as before. I can't play Minecraft Windows 10 edition beta.
How to reproduce:---------------
1. Go to Minecraft Windows 10 edition Beta
2. Before playing, you have to register to xbox live (If you don't you can't play)
3.In the first step for registering, you click next.
4.You'll see that its written : you can't sign up in this moment, try again later.

I did what you said. I can take a screenshoot but I' m Spanish and the : you can't sign up in this moment, try again later. Is in spanish. I don't know if you understand spanish...
I think this is a problem with the Xbox live account, so for now I'm going to close this as invalid. However, feel free to pitch in (everyone) if that is the issue. I'm afraid if I don't close it now I will forget to close it altogether.
