Issue:
You are unable to place non-solid blocks on others of the same type, like: lanterns on stairs, or slabs, or ladders/torches on stairs/trapdoors/slabs and so many more...
Note1: there are exceptions like fences for example
Note2: This might be considered a parity issue since there a some solid blocks like stairs in java that are not solid in bedrock.

Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete. Is this still an issue in the latest version (1.17.40)? If so, can you please add it to the affected versions (or mention it if you are not the reporter).
