[MCPE-142164] Kelp farm no longer growing kelp

Kelp farm using sand blocks and sticky pistons not working since the latest update was this intentional or something else

Thats the 0 tick kelp farm. It was never a feature to begin with, it was a bug. As such it got patched in 1.17.20

It worked until yesterday's update on 2 different systems 1.17.30 killed it
