I waas playing with my brother on a server, and he was killed by a zombie. When i made it to his stuff, the all mobs in the area were frozen and untouchable.

Steps to reproduce
1. Make a world with caves and cliffs turned on
2. Have another person play with you
3. Move far from spawn with other player, and die near mobs
Observed
The mobs on screen froze, like they do when they are out of simulation distance, but they are right next to a player. Ive noticed it in multiplayer worlds that I've joined, and mobs seem to start moving again after the other person comes back.
