[MCPE-142476] Deeplsate doesn't seem generate under y=0

Deepslate doesn't generate a lot under y=0.

How to reproduce:
Create a world with the caves and cliffs experimental toggle
Dig down or find a cave

What I expected:
There would be a lot of deepslate under y=0

What I saw:
There was just regular stone
