When put /xp 1000 on command block it says target matched Selector and when I use the level and pressed, it didn’t give me the command message

/xp 1000 will not work because the command is incomplete.
You can use:
/xp 1000 @a (gives everyone currently online 1000 XP)
/xp 1000 @p (gives you 1000 XP) (or /xp 1000 @s on new versions.)
or type in a specific username, like /xp 1000 Hinq
