[MCPE-145161] Name tags aren't able to be renamed in an anvil in (modded) realms

normal worlds allow players to rename name tags with anvils, but then modded realms do not allow.

3151 is normal world, 3152 is realms (modded)

(Not sure if its mods that's causing this or Realm bug)
