Legacy worlds do not convert properly to the new bedrock terrain.

I got this bug to trigger via converting a legacy world to bedrock NOT ENTERING IT ON CONVERSION then turning "Caves and Cliffs"  experimental toggle on, then entering the world with the new terrain enabled.

This can probably be re-created on any version of bedrock that supports the ability to convert legacy worlds to bedrock worlds (Xbox and Nintendo Switch)
