First you use 3 sticks and 2 string in a crafting table to get a fishing rod. Then you go to your designated fishing spot and press the 'Fish's button. Then you wait for particles in the water to reach your bobber. Then you press the 'Fish' button again to retract the bobber and hopefully get something. If you don't get anything, it is called a bug and should be reported.
I am playing in a realm on Windows 10 version 1.0.4 and only one out of 5-10 casts am catching anything including fish, junk or treasure. The last time I fished was in version 1.0.2 and before I caught a fish the bobber would go down significantly farther when a fish bites and make a noise. It was much more obvious when to click to reel in the fish. Now, it seems like you have to catch the exact millisecond a fish bites or you don't get anything. It was much easier to fish before and I'm pretty sure it's not supposed to be this hard to actually catch anything now. It's very frustrating to stand at a lake for 30 minutes (with Lure III) and only successfully reel in five items. Mojang, please fix this issue or restore fishing to its previous state in 1.0.2. Thank you.
I have noticed this as well. The little particles will come up to your bobber and then when you press the 'fish' button, the line returns but not any fish.
