[MCPE-145706] [Parity] Enchanting table GUI uses old lapis texture

Fix was implemented in Java snapshot 21w41a+ (MC-203155)

Steps To Reproduce:

Obtain an Enchantment Table and a piece of Lapis Lazuli
Place down the Enchantment Table
Observe the texture of the Lapis Lazuli in your inventory and the Lapis Lazuli in the Enchantment Table GUI

Observed Results:
The Lapis Lazuli texture in the Enchantment Table has not been updated to match the Minecraft Bedrock 1.10+ texture.
