[MCPE-146636] Igloos spawn with packed ice

Igloos spawn with packed ice instead of regular ice. Packed ice does not melt near light source. The ice window is intended to melt to reveal the trap door which it can not do as packed ice.

In the bedrock edition, igloo does use packed ice instead of regular ice, check https://minecraft.fandom.com/wiki/igloo

If that's intended that's a terrible idea because it defeats the purpose of having it.
