Buried treasure maps say that buried treasure like to spawn just off land and in the ocean, however there is no sign of a chest at all. Buried treasure should be underneath sand, dirt, or gravel yet it does not appear at all.
To replicate
-Create a world
-find a buried treasure map
-try to dig out the buried treasure

I also was wondering if this issue is the same as the Bonus Chests generating underground? I will see if I can look underground for a treasure chest in a cave under the location.
