[MCPE-147476] flying under water logged blocks puts the water fog on

when i fly under water logged blocks it puts the water fog on

*how to reproduce*

1.water log a slab or stair

2.go under the water logged stair or slab

3.activate fly in creative or if in survival jump

4.water fog appears

expected result

water fog should not appear when under the water logged block
