Bells act as a solid block. I believe they should behave as transparent blocks as they dont have a full hitbox and, unlike other solid blocks, mobs can't spawn on them.
Examples of how they behave as solid blocks
-They conduct redstone.
-They cut off redstone wire on a decline/incline.
