Playing in a friend's world, my hotbar doesn't want to scroll. Whenever I scroll or hotkey it instantly starts going back and forth between the two until finally settling on either.

Honestly, I haven't even been able to reproduce it since. Even in the same world, it just started working again. In the video, all it shows is me hotkeying to from slot 1 to 5 and it just goes back and forth really quickly until it stops on one.
