[MCPE-150358] Turtle helmet's effect timer flickers

Steps to Reproduce:
1. Wear a turtle helmet out of water
2. View status effects on right side of screen, and then expand to full menu (press Z if on windows 10)
3. Observe the effect timer
Observed Results:
Effect time constantly flashes between 9 and 10 seconds, and the icon on screen is constantly flickering.
Expected Results:
Effect timer should be constant at a certain length of time, without any flashing.
