Failed to Load Character 5

Custom characters are not loading correctly between iOS and PC or on PC when the game is uninstalled and reinstalled in bedrock edition.  Skins from skin packs load in fine, but player made characters from the character creator do not load correctly.  While this issue has been submitted before, it appears to have returned.  I have attempted the following fixes:

1. Restart the game

2. Uninstall, run wsreset, then reinstall

Expected result:

Characters load in and are selectable from menu

Actual Result:

Shows message "Failed to load character 5" (my only custom skin is in the 5th slot)

when attempting to reload from skin menu, attempts to reload briefly, then repeats the result.
