Can confirm this bug is present on Xbox as well and is only quite recent (Maybe 2 weeks?). It makes placing large quantities of slabs incredibly tedious.
This is still a problem with the Bedrock Windows version. I can get it to place two slabs max or stack two slabs. Moving and trying to place continuously doesn't work with ALL slabs.
This bug is fixed in the latest beta version, and the fix will be included in a future update when that is ready for full release (no specific date can be given). We will leave this ticket open as a point of reference until the fix has been fully released.
If there is a nearby slab already placed, the new slabs with be immediately placed onto the slab prioritizing the "Full block" side (top or bottom). Example: a slab is placed on the ground at 0.5 block height, someone is trying to continuously place slabs nearby, the slab will be placed on the nearby slab instead making it 1.0 block height. (If it's a top slab the new slab will be placed underneath, etc.)
