When putting a custom skin pack it is displayed correctly, but the buttons to select Skin do not appear
How to reproduce:
Import any custom skin pack
Go to the Classic Skins tab in the Character Creator
Try to select any of the skins inside the skin pack and it turns out that you can't because the buttons aren't there
Observed Results: Skin pack loads correctly but doesn't show the buttons so you can't select any of the Skins inside
Expected Results: The custom skin pack works as expected, buttons appear correctly and you can select any of the Skins
Notes:
Marketplace skin packs work correctly
This only occurs with the new Character Creator UI

MCPE-152132 it's not the same issue as this
The UI in your screenshot does not look like the vanilla UI. Are you using any resource packs? If so, does the issue still occur if you disable them?
It is the newest official vanilla 1.18.10, I don't have any resource packs
I edited the image a little bit to hide one Skin pack
I am seeing that this interface does not appear to all people, so it seems that it is from the Mojang servers and it only appears to certain people

Do you mean skin packs or texture packs they are different and texture packs are not a part of this issue, if you meant skin packs then the fix does not work. Texture packs don't have an issue for me currently although I don't know about others.
Hopefully a update is on the way usually it takes two months for new bedrock updates and I think they is a way for windows by using a file similar to what you sent.
Just tried the texture pack that D Flog Flag provided. I can say that this 100% works for me. I'll show screenshots of proof but basically, I removed all texture packs I currently had enabled, then enabled this fix texture pack and placed it on top of the default pack. When I go into the dressing room, all custom skins now show the equip button for me.

[media]Didn't mention in the picture but yes when you equip and back out to main screen, the skin is equipped. The skins also work as expected in worlds even when the fix pack is not in use afterwards.
I retract my previous statements as this does appear to fix it, also as long as you have the skin fixer texture pack above any other active packs you'll be fine.
Does MCPE-152132 describe your issue?
