To Reproduce:
Go to any world
Put on leather boots
Get powdered snow
Jump pile powdered snow till you notice you sinking down it on certain y-levels despite having leather boots; this process can be creative or survival but requires normal jumping to notice
Affects powered snow blocks on y= 254-255
