[MCPE-152665] Bastions and Fortress spawn rates are different than Java

There are fewer Bastions and Fortresses on Bedrock compared to Java, mainly the Fortresses spawn less. the two images below show that.

When a structure generates it has a 2/3 to be a Bastion and 1/3 to be a Fortress on Bedrock. It should be 3/5 for Bastion and 2/5 for Fortress. Meaning more Fortresses and fewer Bastions.
