While trying to light candles with flame arrows I found that you can not draw your bow while aiming at the candles hit box. However, you can still fire the arrow to light the candle if you take the crosshair off the candle, then draw back the arrow and then retarget the candle and let the arrow fly.
To reproduce this bug:
Aim your crosshair at the candles hit box.
Use left trigger (or likened input) to draw back the arrow to ready to fire.
The bow will not draw back and no arrow will be deployed.
This is the same with both enchanted and non enchanted bows, including the Flame enchantment.
