Storage amount is not the same

That’s just your worlds and other stuff. There is a lot more data that your phone can see that Minecraft doesn’t show you.

Is there a way to shrink that 25 GB if storage or is that just the size of minecraft

Probably not without deleting some of your bigger worlds.

You should be able to reduce the size a bit by reinstalling the game. Make sure to backup your worlds, resource packs, and behavior packs somewhere outside the Minecraft folder before reinstalling the game.
